My idea is for legislation that will discourage the blight of garbage telephone calls. If you receive a phone call that you didn’t want, you enter a code on your phone and the caller gets charged $1.00.
IMPLEMENTATION MECHANICS: This is purely a programming exercise and probably the coding is very straightforward. Before any business caller is allowed to telephone any US recipient, that entity must post bond. The unwanted calls are charged against that bond and when the bond runs out the caller is disabled from further calls to anyone in the US. All business or non-profit callers must eventually register and only emergency notifications are exempt from the chargeback mechanism.
THE CODE: The code is chosen so that it stands for something catchy, like “NO GARBAGE CALLS”, or N-G-C, which is 642, which is easy to remember.
